    The U.S. government plans to take a 10% stake in Intel, President Donald Trump told reporters Friday. Bloomberg was first to report the news, which pushed the semiconductor chip company’s stock up more than 7%. Trump said Intel has agreed to the proposal.

    Intel declined to comment.

    The news comes during a pivotal — and recently volatile — time for Intel. CEO Lip-Bu Tan is currently restructuring the chipmaker, shuttering certain divisions and laying off workers in a bid to focus on its core businesses and catch up to rivals like Nvidia.

    Earlier this month, Trump pushed Tan to resign because of perceived conflicts of interest. Tan later met with Trump to find out a way to assuage the president and figure out ways for the company and government to work together.

    While speaking to the White House press pool, Trump acknowledged the resignation push.

    “I said well if that’s right he should resign and he came in and he saw me we talked for a while. I liked him a lot,” Trump said, according to emailed comments from the press pool. “I thought he was very good. I thought he was somewhat a victim but you know nobody’s a total victim I guess, and I said, you know what, I think the United States should be given 10% of Intel. And he said, I would consider that. I said, well, I’d like you to do that because Intel’s been left behind as, you know, compared to Jensen. And some of our friends at Nvidia.”

    Trump continued, “I said I think it would be good having the United States as your partner. He agreed. And they’ve agreed to do it and I think it’s a great deal for them and I think it’s a great deal.”

    Such federal government ownership of a major corporation would mark a dramatic departure from long-standing U.S. policy. Government equity stakes in private companies are extremely rare in the U.S. and highly controversial, with notable exceptions occurring during the 2008-2009 financial crisis when the government took temporary ownership stakes in companies like General Motors, AIG, and a few major banks to prevent economic collapse.

    The government systematically sold those stakes back to private investors over the following several years.

    The Intel deal, which is expected to be announced later Friday, comes days after the Japanese conglomerate SoftBank agreed to make a $2 billion investment in Intel. That deal was couched as a commitment to advanced technology and semiconductors in the U.S. Under that agreement, SoftBank agreed to buy Intel common stock at $23 per share. Intel shares were trading around $25 on Friday afternoon.

    Focus is a fascinating and powerful thing when paired with the regular discipline of conscious reflection or review, it becomes a super-power for individuals and a potent performance-enhancer for teams.

    Simply put, focus means that we see more of what we choose to pay attention to, and less of what we don’t.
    I’ve been working ‘on-site’ with several different teams, attending some of their meetings and live-coaching them. I’ve also been asking lots of leaders about the last meeting they attended.
    Doing this work and focusing on running great meetings myself has led me to notice an interesting, yet not entirely surprising, pattern.
    So, what’s the pattern?
    Most people think that their meetings are ok but could be a lot better.
    Perhaps the agenda wasn’t well defined, and it wasn’t shared in advance. Perhaps there was too much on the agenda and not enough time. Perhaps the team regularly veered off topic, a few people dominated the discussion, next steps weren’t all clear etc, etc.
    The most significant thing that I’ve noticed though, is that nobody, even in senior leadership teams, tends to do much about it. Nobody actually takes accountability for making it better.
    Perhaps that’s not surprising either. There is always so much to get done which means once we’re out of the room, we are understandably focused on the next task or meeting at hand.
    But that means we continue to operate sub-optimally. We continue to waste unnecessary time and effort.

    Pausing to review

    The alternative is to assign the last five minutes of your meeting for a review and debrief.
    This is to review the process of the meeting. Not the content or output.
    It’s about asking questions such as:

    Was the agenda and timing realistic?
    Did we stay on topic?
    What worked well?
    What must we focus on and do better next time we meet?

    It’s a simple tactic that delivers a significant return on the time invested.
    It’s also easier said than done. Embedding this as a new team protocol takes focus, effort and discipline.
    But that’s exactly what is required to become a High-Performing Team. And as Jim Rohn once said:
    “We must all suffer one of two things: the pain of discipline or the pain of regret and disappointment.”

    Europe’s offshore wind farms are being reimagined as multi-purpose sites. The first commercial-scale project has successfully harvested seaweed between turbines in the Dutch North Sea.

    Eighteen kilometres off the Dutch coast, giant turbines spin steadily, harvesting wind energy in the waters of the Hollandse Kust Zuid offshore park — the world’s largest built without government subsidies. But between the towering turbines, a new kind of harvest is underway.
    Floating in the waters, sheltered from vessel traffic, is North Sea Farm 1, a five-hectare experimental seaweed plantation. It is part of a pioneering experiment to combine offshore wind energy with ocean farming — and it just yielded its first crop.

    Space to grow

    Unlike nearshore seaweed farms, which are facing tough competition for space and busy human activity, offshore locations offer quieter waters, free from shipping traffic. But they also come with technical and financial challenges.
    “This is much more challenging technically,” explains Eef Brouwers, general manager of the non-profit North Sea Farmers, which runs the project. “The sea is rougher, it’s usually deeper, so you need more material for your farm. Nearshore is much easier. However, there is also limited nearshore space. So where will you grow seaweed? Where will you scale up for the coming 10-20 years? You need another solution. You need to test it and do it offshore.”
    The team hopes the project will prove not just the ecological value of offshore seaweed farms — which can boost marine biodiversity and absorb carbon dioxide — but also their commercial viability. That would make this one of the first real steps toward the next stage of Europe’s blue economy.
    And the early signs are promising.
    “Yeah, it works,” says Mike Sammon, an aquaculture consultant from Ireland working with partner company Simply Blue. “The seaweed grew really well and really fast. So going forward — yes, this can work.”
    The seaweed ropes even host baby mussels, hinting at the potential for multi-species farming within wind parks. It’s a glimpse into how offshore spaces might one day support a new kind of farming — one that’s entirely ocean-based.
    Funding for the North Sea Farm 1 includes €2 million from Amazon’s Right Now Climate Fund, supporting research into the environmental benefits of offshore aquaculture. For Jasmine Hyman, who leads the fund, the key questions are clear: “What’s the carbon sequestration potential? What’s the biodiversity benefit?     Next generation of Europe’s blue economy

    In parallel, European scientists are looking into how to make such offshore seaweed and mussel farms more efficient and scalable. The ULTFARMS project is trying to solve some of the remaining unknowns, lifting the barriers to growth. Aquaculture expert Eva Strothotte manages the project’s two pilot sites in Germany.
    “We need more data,” says Strothotte. “Insurance companies, for instance, need a better basis to understand how to insure offshore seaweed aquaculture. Can we grow enough to make it a real business case? How can we do the monitoring? We have to adapt the design, we have to adapt the mooring…”

    To help answer these questions, ULTFARMS has teamed up with the local Lernwerft Club Of Rome School, where students get hands-on experience monitoring algae growth on test frames. They photograph the seaweed each week and analyse its development, providing real-world data to scientists.
    “We take photos to follow how the algae grow and develop, and to monitor which method works best,” says Thea Koriath, one of the students involved.
    Her classmate Ole Carnehl adds: “This is a really important field of research, and I think it’s exciting that we can already be part of it during school. What’s being developed here might affect our future in a big way.”
    The project is also testing underwater sensors and digital tools that could allow remote management of offshore farms — a must for operating far from shore.
    Meanwhile, public awareness campaigns are helping introduce Europeans to seaweed’s potential. At SeaLevel, a free marine exhibition in Kiel, visitors learn how seaweed can be turned into everything from sustainable food supplements to plastic alternatives and plant-based fertilisers.
    Back at North Sea Farm 1 in the Netherlands, Eef Brouwers points out that offshore cultivation could offer a more reliable and sustainable alternative to the wild-harvested seaweed already used in some European industries.
    “You can replace plastic packaging, fertiliser, pesticides,” says Brouwers. “These products already exist — but not yet from cultivated seaweed in Europe. That’s what we want to change.”
    With demand for sustainable materials growing and ocean space at a premium, combining wind energy with ocean farming may become an essential part of Europe’s green transition.
    If successful, this multi-use model could help feed people, fight climate change and make the best use of Europe’s vast seas.

    In this most strange of years, the problems with A-Level and GCSE results may seem like just another short-term political crisis.

    But the combination of big data and algorithms, and their potential discriminatory effects on individuals, gave us a powerful insight into one possible (dystopian) future. Algorithms are increasingly becoming part of our everyday lives, employed by many businesses and increasingly by governments. Used appropriately, they can improve decision-making and increase efficiency. But when they go wrong, they can have a profound adverse effect on individuals, as the class of 2020 has found out.
    The A-Level and GCSE results problems affected hundreds of thousands of young people across the UK. When the coronavirus pandemic forced the closure of schools and the cancellation of exams, a new system was needed to allow students who would have been sitting their A-Levels or GCSEs to be graded. The authorities proposed collecting teacher assessments, which would then be moderated centrally to ensure a consistent approach and to prevent so-called ‘grade inflation’. An algorithm was developed which would amend the teacher assessments to ensure that the 2020 grades were broadly comparable with those of previous years, using information including the past performance of schools and colleges.
    The algorithm appeared to work perfectly at this macro level, ensuring that broadly the same percentage of students received the top grades as in previous years. But it proved catastrophic for individual students, as around 40% of grades were lowered, and some individuals received grades substantially below their teacher assessments. This seemed to particularly affect high-achieving students in schools which had traditionally performed less well, heightening the appearance of unfairness.
    In the face of overwhelming political pressure, the four governments across the UK all decided to revert to teacher assessments. Some of these problems were obvious with hindsight. Because schools had been shut since March, no one had been able to drop out or underperform against expectations, so the algorithm was always going to have to downgrade some students to compensate. And whilst this downgrading rightly reflected the fact that some students would underperform, it felt cruel and unfair to the actual individuals whose grades were lowered.
    Before the governments changed their minds, several legal challenges to the grades allocated by the algorithm were launched. Data protection law, which was updated across Europe as recently as 2018, when the General Data Protection Regulation was introduced, contains specific provisions around automated decision-making and profiling. Article 22 of the GDPR provides individuals with a right not to be subject to decisions based solely on automated processing which produce legal effects or significantly affect them. This right is little known and rarely comes before the courts.
    England’s exams regulator, Ofqual, argued that decisions about this year’s grades did not engage Article 22, because the decisions involved a human element and therefore were not ‘solely’ made by automated means. Many commentators have disputed this claim. It would have been interesting to see how the courts interpreted the right had the legal challenges proceeded. As automated decision-making becomes more prevalent, Article 22 challenges are likely to become commonplace.
    More widely, data protection law requires organisations to process personal data fairly. The concept of fairness is often subjective and can be difficult to define. Nevertheless, it is hard to argue that downgrading an individual, not because of their own weaknesses but because of the past performance of the school they attend, meets this basic test of fairness. The algorithmic results may have been fair to the whole cohort, but they were deeply unfair to some individuals.
    Again, we will never know whether a legal challenge under data protection law would have succeeded. Still, there is a lesson here for all organisations that use algorithms to make decisions about individuals. The decision-making must be fair at an individual level. There are parallels with another controversial and ever-growing technology, automated facial recognition software. Whilst such software has important uses, allegations persist that facial recognition performs poorly in respect of certain ethnic minority groups. This can lead to very significant individual unfairness which should not be overlooked.
    In a business context, automated decision-making is beginning to be used more widely, especially in recruitment and selection. This creates enormous opportunities for business to improve their efficiency, make better hiring decisions and ultimately increase their profitability. But it comes with risks. Algorithms are not magic. They can only ever be as good as their design and the data that goes into them. Errors in either can lead to unexpected biases being exaggerated and result in more flawed decisions. A considerable amount of work went into getting the exams algorithm right. Still, ultimately it suffered from both a design bias, in that the goal of ensuring fairness at a cohort level led to unfairness at an individual level, and from a lack of robust data, which meant that schools with smaller class sizes appeared to benefit at the expense of larger centres.
    Automated decision-making is undoubtedly here to stay, and algorithms are only likely to get more sophisticated. The 2020 exam results scandal doesn’t mean we should give up entirely on automated decision-making. But it should make all businesses pause to consider their fairness and the potential impact on individuals. Otherwise, they could face not only legal challenges but also significant reputational damage.

    Congress returned this week from its August recess, and government funding runs out at the end of the month.

    The only way to avoid a shutdown is to work in a bipartisan way, with a bill that can get both Republican and Democratic votes in the Senate,” Senate Minority Leader Chuck Schumer (D-N.Y.) wrote in a Sept. 2 letter to colleagues.

    Schumer accused GOP lawmakers of wanting to “go-at-it-alone.”

    House Minority Leader Hakeem Jeffries (D-N.Y.) also warned of a government shutdown if Republicans don’t work with Democrats.

    “House Democrats are very clear: We’re not down with that,” he said. “And so if what we see next month is simply a continuation of that reckless right-wing Republican approach, we won’t be down with it next month either.”

    The National Republican Congressional Committee, the main fundraising and campaign arm of the House GOP, criticized Jeffries for threatening a government shutdown.

    “Democrat ‘Leader’ Hakeem Jeffries admitted his radical party is plotting another government shutdown because they’d rather play politics than govern,” the group’s spokesperson, Mike Marinella, said in a statement.

    “While Republicans are focused on keeping the government open and working for the American people, Democrats are threatening chaos to protect their extremist agenda.”

    In his letter, Schumer criticized the Trump administration for seeking to unilaterally undo government funding.

    “With the Trump Administration’s attempt of the so-called ’pocket rescission,’ it is clear that Republicans are prioritizing chaos over governing, partisanship over partnership, and their own power over the American people,” he wrote.

    In accordance with the Impoundment Control Act, a rescission is when the White House requests Congress to reverse government funding that has been appropriated by Congress. It must be approved within 45 days of the request being sent to Congress, or else the money must be spent. With the fiscal year set to end on Sept. 30, a rescission request would take effect without Congress approving it.

    The Trump administration sent a request to Congress to rescind $4.9 billion in foreign assistance.

    “Last night, President Trump cancelled $4.9 billion in America Last foreign aid using a pocket rescission,” the Office of Management and Budget wrote on X on Aug. 29.

    Senate Appropriations Committee Chairwoman Patty Murray (D-Wash.) said that the request was a way for the administration to go around Congress.

    “Republicans should not accept Russ Vought’s brazen attempt to usurp their own power,” she said in an Aug. 29 statement, referring to the director of the Office of Management and Budget.

    “No president has a line item veto—and certainly not a retroactive line item veto.

    “Congress should reject this request and this ridiculous, illegal maneuver—and instead insist on making decisions over spending through the bipartisan appropriations process.

    In his letter, Schumer said Democrats are ready to work with Republicans to fund the government.

    “Senate Democrats have shown firsthand that we are willing to work in a bipartisan way to keep our government open by advancing bipartisan appropriations bills,” he wrote.

    “However, the Trump administration is waging an all-out war against Congress’ Article I authority and the constitutional balance of power. Senate Republicans must decide: stand up for the legislative branch or enable Trump’s slide toward authoritarianism.”

    Schumer said that he has spoken with Jeffries and the two “are aligned on our shared priorities for September: where Republicans obstruct, we press forward; where they sow division, we answer with unity; where they threaten shutdown, we hold them accountable.”
